Public Involvement

SUATS maintains a Public Participation Plan to ensure adequate opportunities for the public to express its views on transportation issues and to become active participants in the decision-making process.  The Plan describes the opportunities that will be made available to members of the general public and other interested parties to participate in planning activities and decision‐making processes pertaining to the local expenditure of federal transportation funding. The Plan sets forth the guidelines that will be followed by SUATS for public notification, conduct of public meetings, and adoption of federally‐ required transportation plans and programs.

Current Opportunities for Public Comment:  

 

FY 2024-2033 SUATS Transportation Improvement Plan (TIP), Revision #8

Description: Effective April 30, 2025, SUATS will accept public review and comment on a proposed amendment (Revision #8) to the FY 2024-2033 Sumter Area Transportation Study (SUATS) Transportation Improvement Plan (TIP). The SUATS TIP outlines federally funded as well as regionally significant transportation projects that are planned for the next 10 years and serves as the plan to improve transportation infrastructure in the Sumter community. The TIP serves as a planning tool to ensure the most effective use of limited funding for transportation improvements.

TIP Revision Description:

  1. Shift Preliminary Engineering (PE) phase totaling $220,000 from FY2026 to FY2025.
    1. Shift Right of Way (ROW) phase totaling $1,000 from FY2027 to FY2026.
    2. Shift Construction (C) phase totaling $1,655,000 from FY2025 to FY2026.
    3. Shift Construction (C) phase totaling $1,750,000 from FY2025 to FY2026.
    4. Add Partial FY25 Section 5307 Urbanized Area Apportionment for Sumter totaling $548,547.
    5. Add Preliminary Engineering (PE) phase totaling $67,451 to previous funding obligation line representing FY22 and FY23 funding.
    6. Add Construction (C) phase totaling $382,223 to previous funding obligation line representing FY22 and FY23 funding.
    7. Add Preliminary Engineering (PE) phase totaling $29,555 to FY24.
    8. Add Construction (C) phase totaling $167,480 to FY24.
    9. Add Preliminary Engineering (PE) phase totaling $30,146 to FY25.
    10. Add Construction (C) phase totaling $170,829 to FY25.
    11. Add Preliminary Engineering (PE) phase totaling $30,749 to FY26.
    12. Add Construction (C) phase totaling $174,246 to FY26.

FY26 +FY27 Unified Planning Work Program (UPWP)

Description: Effective April 30, 2025, SUATS will accept public review and comment on accept public review and comment on adoption of the Sumter Area Transportation Study’s (SUATS) Unified Planning Work Program (UPWP) for FYs 2026 and 2027. The SUATS UPWP outlines the focus of work efforts and use of planning funds anticipated over a two fiscal year period.
