Public Involvement
SUATS maintains a Public Participation Plan to ensure adequate opportunities for the public to express its views on transportation issues and to become active participants in the decision-making process. The Plan describes the opportunities that will be made available to members of the general public and other interested parties to participate in planning activities and decision‐making processes pertaining to the local expenditure of federal transportation funding. The Plan sets forth the guidelines that will be followed by SUATS for public notification, conduct of public meetings, and adoption of federally‐ required transportation plans and programs.

Description:
The Sumter Area Transportation Study (SUATS), pursuant to the requirements of the Fixing America’s Surface Transportation Act (FAST Act), as modified by the Infrastructure Investment and Jobs Act (Public Law 117-58), gives notice of the following action. Effective December 21, 2024, SUATS will accept public review and comment on a proposed amendment (Revision #6) to the FY 2024-2033 Sumter Area Transportation Study (SUATS) Transportation Improvement Plan (TIP). The SUATS TIP outlines federally funded as well as regionally significant transportation projects that are planned for the next 10 years and serves as the plan to improve transportation infrastructure in the Sumter community. The TIP serves as a planning tool to ensure the most effective use of limited funding for transportation improvements.
TIP Revision Description:
- Shift Planning phase for Safe Streets and Roads for All Action Plan and Demonstration Project from $200,000 in FY24 and $200,000 in FY25 to $200,000 in FY25 and $200,000 in FY26.
- Shift Construction phase for S-114 (Hauser St.) over Turkey Creek Bridge Replacement Project from FY27 to FY25.
- Add US-15 Southbound over Pocotaligo River Bridge Replacement Project with Engineering and Design phase at $1,600,000 in FY25, Right-of-Way phase at $80,000 in FY26, and Construction phase at $12,400,000 in FY28.
- Add Local funds to N./S. Harvin St. Complete Street Retrofit Project Construction phase at $1,500,000 in FY28.
- Add local funds for Sumter County Paving in the amount of $21,000,000, evenly split in each fiscal year between FY25 and FY32.
- Add Sumter County Disabilities and Special Needs Board Capital Funding of $3,000 for FY24.
- Add local funds for Community Sidewalks and Activity Paths the amount of $3,500,000, split between FY25 ($350,000), FY26 ($350,000), FY27 ($1,225,000), & FY28 ($1,255,000).
